Harm Reduction Drug Policy passed by Federal NDP, 2001

WHEREAS the cost to society of the present policies on the control of drugs and substance abuses, victimless crimes, has become onerous and ever increasing (Police, Judiciary, Prison Systems, etc.); and
 
WHEREAS the present policies have proved costly and uneffective; and
 
WHEREAS the Harm Reduction Model has proved a cost effective and humane solution to the problem with substance abuse in Western European societies; and
 
WHEREAS this will in effect make drug addition and the inherent criminal behaviour that accompanies it not a police matter and in turn would greatly lessen the inherent criminal behaviour that comes with addictions,
 
THEREFORE BE IT RESOLVED it is proposed that we accept and promote the Harm Reduction Model for drug addiction and abuse, taking the responsibility for this problem away from the Attorney General/Solicitor General's Office and directing the resources and personnel presently allocated to the Ministry of Health.
